The arm goes out sideways at shoulder height, and the match goes on. Waza-ari is judo's half point: a throw that had almost everything ippon needs but was missing one element, usually the full landing on the back, or a pin held between 10 and 19 seconds. Two of them in one match equal ippon and end it.
Judo scoring has been rewritten several times. The smaller score yuko was removed by the International Judo Federation in 2017, which left waza-ari and ippon as the only two scores, and made every waza-ari half of a win.
